Abstract

This study explores technology transfer with public expectations and expert guidance to achieve a circular economy model under resource-based view. This study aims to (1) build a model to apply technology transfer to achieve circular economy principles under public expectations and expert guidance, (2) construct a valid theoretical structure using experts’ perspectives, and (3) provide practical criteria for improvement under resource constraints. High-tech firms seek to apply technology transfer to achieve circular economy principles under resource constraints and to meet public expectations. However, there is always a discrepancy between expectations and expert guidance. Exploratory factor analysis is used to confirm the reliability and validity of the attributes. The linguistic preferences are converted into crisp values using the fuzzy synthesis method. Finally, the decision-making trial and evaluation laboratory is applied to understand the gaps between public expectations and expert guidance in technology transfer adoption to achieve a circular economy model under resource constraints. The results show that technology collaboration in line with a circular strategy, digital workforce skill development, technology sharing to achieve circular co-benefits, and stakeholder engagement for technology transfer are important aspects.
