Die verhaltenswissenschaftliche Weiterentwicklung des Erhebungsprogramms des SOEP

Abstract

Haushaltspanels wurden weltweit vorwiegend zu dem Zweck begonnen, die Dynamik der Einkommensverteilung und -armut abzubilden; die erste Panelstudie, die 1968 begonnene PSID, führt diesen Aspekt sogar im Namen: Panel Study of Income Dynamics. Entsprechend liegen sehr viele Veröffentlichungen auf der Basis von Haushaltspanels vor, die primär auf Stabilität wie Veränderungen in Aggregatindikatoren der Einkommensungleichheit einer Gesamtbevölkerung (Querschnitte) abzielen. Analysen auf der Basis dieser Daten wurden zum einen in internationalen Spitzenzeitschriften (vgl. Beaudry und Green 2003) veröffentlicht, zum anderen finden sie in national sehr bedeutenden politiknahen Berichten, wie z. B. den Armuts- und Reichtumsberichten der deutschen Bundesregierung oder den jährlichen Verteilungsanalysen des Sachverständigenrats, ihren Niederschlag. Mit einer zunehmenden "Laufzeit" sowie der Verfügbarkeit einer prospektiven längsschnittlichen Mikrodatenbasis dieser Haushaltspanels sind jedoch auch andere Aspekte in den Vordergrund der Analysen gerückt: Mit dem Vorliegen langlaufender Panel-Daten, die es ermöglichen, individuelle Lebensverläufe im Familien- und Haushaltskontext für einen längeren Zeitraum hinweg zu beobachten, hat sowohl die Analyse von Lebensverläufen aus Sicht einzelner Gruppen und mehrerer Kohorten als auch die Analyse intergenerationaler Zusammenhänge zugenommen. Auch dies spiegelt sich in Veröffentlichungen in den entsprechenden Fachzeitschriften (vgl. etwa die Kontroverse Fuchs und Sixt 2007a/b sowie Becker 2007) und politiknahen Berichten wieder. Mit der Verfügbarkeit von mehr als 20 Messungen beim Sozio-oekonomischen Panel (SOEP) wuchs auch das Potential für Analysen über den Lebensverlauf hinweg und zu intergenerationalen Zusammenhängen. Somit ist das SOEP über eine "bloße" Haushaltspanelstudie hinausgewachsen und zu einer prospektiv angelegten Mehrkohortenstudie geworden - ohne seine Bedeutung für Einkommensanalysen zu verlieren, die ebenfalls zunehmend von reinen Querschnittssequenzen abkommen und den längsschnittlichen Gehalt der Daten analytisch nutzen.
