Bildungsreform in der Demokratie

Abstract

Dieser Beitrag stellt einige grundlegende Überlegungen zu den polit-ökonomischen Determinanten der Bildungspolitik an. Aufbauend auf einer Analyse der bildungspolitischen Interessen innerhalb der Wahlbevölkerung werden verschiedene Reformvorschläge wie etwa Bildungssubventionen und Bildungsgutscheine einer kritischen Prüfung hinsichtlich ihrer politischen Durchsetzbarkeit unterzogen. In diesem Zusammenhang wird auch erörtert, inwieweit die demokratische Entscheidung über das Bildungswesen das wirtschaftliche Wachstum hemmen könnte. Angesichts der anstehenden demographischen Entwicklung wird ein besonderes Augenmerk auf die intergenerationelle Umverteilungswirkung öffentlicher Bildung und deren polit-ökonomischen Implikationen gelegt. Hier wird auch die Verzahnung von Bildungs- und Rentensystem diskutiert. Aus diesen Überlegungen werden Hypothesen bezüglich Umfang und Struktur des Bildungswesens in Demokratien abgeleitet. Darüber hinaus werden einige Handlungsempfehlungen für bildungspolitische Reformen entwickelt.
