Kurz zum Klima: Die Coronakrise und ihre Auswirkungen auf den Europäischen Emissionshandel

Abstract

Die nationalen Shutdowns, ausgelöst durch die Corona-Pandemie, führten zum Einbruch der wirtschaftlichen Aktivität in Europa. Unter anderem gingen die Treibhausgasemissionen in Europa aufgrund des Stillstands von Produktionsanlagen und einer gesunkenen Stromnachfrage deutlich zurück. Dies wirkte sich auch auf den Europäischen Emissionshandel (EU ETS) aus. Da Unternehmen temporär weniger CO2-Zertifikate benötigen, fiel der CO2-Preis vorübergehend stark ab. Mit Unterstützung des EU-REGEN-Modells wurde simuliert, dass die aktuellen Einsparungen von Emissionen nur bedingt zur Erfüllung der europäischen Klimaziele beitragen können, da lediglich 140 Millionen – bei einer schnellen Erholung der wirtschaftlichen Aktivität – bis 541 Millionen – bei einer schweren und dauerhaften Rezession –, zusätzliche Zertifikate annulliert werden.
