Apotheke der Welt oder am Tropf der Weltwirtschaft? Deutschlands Außenhandel auf dem Markt für Arzneien und medizinische Ausrüstungen

Abstract

Im Jahr 2019 weist Deutschland einen Überschuss beim Handel von Arzneien und von medizinischer Ausrüstung auf. 72% seiner Arzneimittelimporte kommen aus den Mitgliedstaaten der EU. Aus China und Indien zusammen werden lediglich 0,8% der Arzneimittel importiert. 64% der medizinischen Importgüter bezieht Deutschland aus 31 oder mehr Ländern. Das deutet auf einen hohen Grad an Diversifikation beim Bezug dieser Produkte hin. Dennoch sollte ein nationaler Medikamentenvorrat ähnlich den strategischen Ölreserven angelegt sowie die Zulieferung weiter über Länder, Regionen und Kontinente gestreut werden. Eine Abkehr vom globalen Handel und eine europäische Autarkiepolitik im Pharmasektor ist nicht zu empfehlen, da auch sie die Versorgungssicherheit in Krisenzeiten nicht hinreichend gewährleistet.
