Erneuter Rückgang bei Eigenheimen dämpft Wohnungsneubau in Europa - Ausgewählte Ergebnisse der Euroconstruct-Winterkonferenz 2004

Abstract

Die Zahl der fertiggestellten Neubauwohnungen dürfte 2004 in den 15 westeuropäischen und 4 mittelosteuropäischen Ländern, die in der Euroconstruct-Gruppe zusammenarbeiten, um rund 50 000 auf etwas über 2,2 Mill. Wohneinheiten gestiegen sein. Für das laufende Jahr wird zwar eine weitere leichte Zunahme erwartet, danach gehen die Wohnungsfertigstellungen bis 2007 aber wieder zurück. Anders als in früheren Dekaden erweist sich derzeit der Geschosswohnungsbau als Stabilisator des gesamten Wohnungsneubaus in Europa. Die Zahl der in neuen Mehrfamiliengebäuden fertiggestellten Wohnungen wird auch 2005 noch weiter zunehmen und danach nur relativ wenig zurückgehen (2007: fast 1,2 Mill. WE). Demgegenüber durchläuft der traditionell weit weniger volatile Eigenheimbau eine hartnäckige Schwächephase. Nach einer kurzen "Scheinblüte" dürften die Fertigstellungszahlen in dieser Gebäudekategorie sowohl in West- als auch in Mittelosteuropa bis 2007 wieder absinken (auf deutlich unter 1 Mill. WE). Der Wohnungsbestand steigt in allen europäischen Ländern noch weiter an - im Euroconstruct-Gebiet zwischen 2003 und 2007 um über 31/2% -, von einer "Sättigung" der Wohnungsbaumärkte kann also keine Rede sein. Der Wohnungsneubau hält sich vielmehr weiterhin auf einem beachtlich hohen Niveau, so dass für Europa insgesamt keine Wohnungsbaukrise auszumachen ist.
