Demographie und soziale Infrastruktur am Beispiel des Freistaates Thüringen

Abstract

In diesem Beitrag wird der Frage nachgegangen, in welchem Umfang die demographischen Entwicklungen die Nachfrage bzw. den Bedarf nach Leistungen der sozialen Infrastruktur determinieren. Hierbei wird ausschließlich auf die Bereiche Pflegeeinrichtungen, Krankenhäuser und Einrichtungen zur Pflege von Behinderten fokussiert. Die Projektionsrechnung zeigt, dass der Platzbedarf in Pflegeheimen in Thüringen bis 2030 um ca. 60 % steigen wird. Damit verbunden sind ein erheblicher zusätzlicher Personalbedarf sowie ein großer Investitionsaufwand. Die Länder- und Gemeindehaushalte werden hiervon durch steigende Sozialhilfeausgaben tangiert. Ähnlich ist die Entwicklung im Bereich der Behinderteneinrichtungen. Für den Krankenhausbereich gibt es nach vorliegenden Berechnungen in Thüringen keinen Kapazitätszuwachsbedarf. Hier ist eher nahe liegend, dass es zu einer weiteren leichten Kapazitätsbereinigung kommen könnte.
