Regional science knowledge needs for the recovery of the Ukrainian spatial economy: A Q‐analysis

Abstract

The Russian invasion in Ukraine prompts a range of policy and research challenges, not only on geopolitical issues but also on knowledge capital that is needed for a sustainable reconstruction of Ukraine. This paper seeks to sketch the desired or necessary regional science expertise during the recovery stage of this country (‘prosilience’), after a peace agreement has been settled. Based on a systematic interview and questionnaire exercise among Ukrainian experts and stakeholders on regional science matters, the study aims to map out regional science knowledge needs and related initiatives that will have to be materialized with priority in the Ukrainian spatial economy during its post‐war recovery stage. To that end, the study employs a Q‐analysis for examining the strategic research opinions of Ukrainian stakeholders to pave the road for scientifically supported redevelopment strategies. Our results show that regional science can play an important role in the geopolitical conflict in Ukraine, during and after the war. La invasión rusa de Ucrania plantea toda una serie de retos políticos y de investigación, no sólo sobre cuestiones geopolíticas, sino también sobre el capital de conocimiento necesario para una reconstrucción sostenible de Ucrania. Este artículo trata de esbozar los conocimientos científicos regionales deseados o necesarios durante la fase de recuperación de este país (‘prosiliencia’), una vez que se haya alcanzado un acuerdo de paz. A partir de un programa sistemático de entrevistas y cuestionarios entre expertos y partes interesadas ucranianas en asuntos de ciencia regional, el estudio trata de planificar las necesidades de conocimiento científico regional y las iniciativas relacionadas prioritarias que deberán hacerse realidad en la economía espacial ucraniana durante su etapa de recuperación tras la guerra. A tal fin, el estudio emplea un análisis Q para examinar las opiniones sobre investigación estratégica de las partes interesadas ucranianas con el fin de allanar el camino para las estrategias de remodelación respaldadas científicamente. Los resultados muestran que la ciencia regional puede desempeñar un papel importante en el conflicto geopolítico de Ucrania, tanto durante como después de la guerra. ロシアによるウクライナ侵攻は、地政学的な問題だけでなく、ウクライナの持続可能な復興に必要な知識資本についても、政策や研究上のさまざまな課題を誘発している。本稿では、和平合意が成立した後のウクライナの復興段階(いわゆるprosilience)において、望ましい、あるいは必要な地域科学の専門知識を概略する。本研究では、ウクライナの専門家と利害関係者を対象とした、地域科学問題に関する体系的なインタビューとアンケート調査に基づいて、戦後の復興段階におけるウクライナの空間経済で優先的に実現されなければならない地域科学の知識ニーズと関連するイニシアチブを概説する。そのために、本研究では、科学的に裏付けられた再開発戦略の下地を作るため、ウクライナの利害関係者の戦略的研究の意見の調査にQ分析を採用する。結果から、地域科学がウクライナの地政学的紛争において、戦争中および戦争後に重要な役割を果たすことができることが示される。
