Attracting highly skilled migrants to the Russian regions

The study aims at identifying the role of traditional and new factors that contribute to attracting highly educated workers. We summarized the key literature facts and performed econometric analyses on previously unused data on both internal and external migration with higher education in the Russian regions from 2008 to 2019. Our methodology differs from traditional models based on migration flows between destinations and focuses on characteristics of receiving regions. We showed that densely populated metropolitan areas with broader labour markets opportunities stimulate highly skilled mobility; higher income, new vacancies and housing availability are among significant traditional factors. However, migrants with higher education also chose educated, healthy communities and favourable business environment as such regions provided wider career and other opportunities. It is shown for the first time for Russia that improving the business climate helps to attract highly skilled human capital. Mild climate and comfortable environment turned out to be preferable, although the richest centres of oil and gas production in the north are actively attracting migrants. Improved access to the Internet and further digitalization can reduce migration, which may be related to the prospects of remote work. High scientific and educational potential is significant, but only attracting students is not enough, as they will leave a region after graduation. In conclusion, we offered some non‐trivial policy recommendations based on the identified factors and considering the new pandemic reality: high‐tech cluster development, proactive scientific and entrepreneurial policy, and measures to improve urban environment in the largest agglomerations and southern regions. Este estudio pretende identificar el papel de los factores tradicionales y otros nuevos que contribuyen a atraer a trabajadores con un alto nivel de formación. Se resumieron los hechos clave de la literatura y se realizaron análisis econométricos de datos no utilizados anteriormente sobre la migración interna y externa de personas con educación superior en las regiones rusas desde 2008 hasta 2019. La metodología de este estudio difiere de los modelos tradicionales basados en los flujos migratorios entre destinos y se centra en las características de las regiones receptoras. Se demuestra que las áreas metropolitanas densamente pobladas y con mayores oportunidades en el mercado laboral estimulan la movilidad de los trabajadores altamente cualificados y que los ingresos más altos, las nuevas vacantes y la disponibilidad de viviendas son algunos de los factores tradicionales significativos. Sin embargo, los emigrantes con estudios superiores también eligieron comunidades cultas y prósperas y un entorno empresarial favorable, ya que dichas regiones ofrecían mayores oportunidades profesionales y de otro tipo. Se demuestra por primera vez para Rusia que mejorar el clima empresarial ayuda a atraer capital humano altamente cualificado. Un clima suave y un medio ambiente confortable resultaron ser preferibles, aunque los centros más ricos de producción de petróleo y gas en el norte atraen activamente a los emigrantes. Un mejor acceso a Internet y una mayor digitalización pueden reducir la migración, lo que puede estar relacionado con las perspectivas de teletrabajo. Un alto potencial científico y educativo es importante, pero no basta con atraer a los estudiantes, ya que éstos abandonarán la región después su graduación. Como conclusión, se ofrecen algunas recomendaciones políticas de importancia basadas en los factores identificados y teniendo en cuenta la nueva realidad de la pandemia: el desarrollo de conglomerados de alta tecnología, las políticas científicas y empresariales proactivas y las medidas para mejorar el entorno urbano en las grandes aglomeraciones y en las regiones del sur. 本稿では、高学歴労働者の誘致に寄与する従来の要因と新しい要因の役割を特定する。2008~2019年までのロシア地域における高学歴人材の国内移住と国外移住の両方について、主な文献をまとめ、これまで未使用であったデータに基づく計量経済学的分析を行った。方法は目的地間の移動フローに基づいた従来のモデルとは異なり、受け入れ地域の特性に注目したものであった。我々は、より高額の収入が得られること、新たな求人枠、住宅の取得可能性が、従来からの大きな要因であるが、労働市場の機会が大きく人口密度が高い大都市圏がスキルの高い人材の移動を促進することを示す。しかし、高学歴の移住者は、より様々な職業やその他の雇用機会が得られるため、学歴のある住人が多い健全な地域社会及び良好なビジネス環境を選好する。ビジネス環境の改善がスキルの高い人材の誘致につながることがロシアの例において初めて示された。北部の最も豊かな石油とガス生産の中心地が積極的に移住者を誘引しているが、穏やかな気候と快適な環境が好ましいことがわかった。インターネットへのアクセスが改善され、デジタル化が進むと、移動が減少する可能性があるが、これはリモートワークの可能性が関連することが考えられる。科学的及び教育的な高い能力は重要であるが、学生は卒業後にその地域を離れるため、学生を誘引するだけでは不十分である。結論として、特定された要因に基づきパンデミックによる新たな現実を考慮して、重要な政策的な提案、すなわちハイテク産業クラスターを作ること、積極的な科学的および起業的政策、最大の集積地と南部地域における都市環境を改善するための対策を提案する。
