Measuring the impact of legal and administrative international barriers on regional growth

Country borders are traditionally interpreted as barriers to trade, since they limit the access to large markets of goods and intermediate assets, with negative effects on production, employment levels, and growth. The European Union is not an exception in this respect and, despite the establishment of the European Single Market, legal and administrative international barriers still exist, affecting economic growth. This paper focuses on the areas where costs and benefits of missed integration and the integration potential are highest, namely, border regions, with the aim to provide the costs of non‐Europe at regional level. Results show that the costs of non‐Europe are still relevant and justify the need of the European Cross‐Border Cooperation Program in the next programming period. Useful guidelines for addressing the next programming period are provided. Las fronteras entre países se interpretan tradicionalmente como barreras al comercio, ya que limitan el acceso a grandes mercados de bienes y activos intermedios, con efectos negativos sobre la producción, los niveles de empleo y el crecimiento. La Unión Europea no es una excepción en este sentido y, a pesar de la creación del Mercado Único Europeo, siguen existiendo barreras jurídicas y administrativas internacionales que afectan al crecimiento económico. Este artículo se centra en las áreas en las que los costos y beneficios de las lagunas de integración y del potencial de integración son más elevados, a saber, las regiones fronterizas, con el objetivo de proporcionar los costes de la no integración Europea a nivel regional. Los resultados muestran que los costos de una no integración Europea siguen siendo relevantes y justifican la necesidad de un Programa Europeo de Cooperación Transfronteriza en el próximo período de programación. Se proporcionan directrices útiles para abordar el próximo período de programación. 従来、国境は、商品と中間資産 (intermediate assets)の大型市場へのアクセスを制限し、生産、雇用レベル、成長に負の影響を与えるため、商取引の障壁と解釈されていた。欧州連合もその例外ではなく、欧州単一市場があるにもかかわらず、法的および行政的な国際間の障壁が今もなお存在しており、経済成長に影響を及ぼしている。本稿では、非統合による損失と利益および統合の可能性が特に高い地域、すなわち国境地帯に注目し、欧州連合非統合の地域レベルでの損失を提示する。結果は、非欧州であることの損失は未だに重大であり、次の政策プログラム実施期間に、欧州のクロスボーダー協力プログラム (Cross‐Border Cooperation Program)が必要であることの正当性を説明するものである。次の政策に対応するための有用なガイドラインを提示する。
