Alterssicherung zwischen Vorsorge und Versorgung: Konzeptionen, Entwicklungstendenzen und eine Entwicklungsstrategie für die deutsche Alterssicherung

Abstract

Ausgangspunkt ist eine Skizze alternativer Konzeptionen der Alterssicherung: Vorsorge im Unterschied zur Versorgung. Dies wird auf staatliche Regel-Alterssicherungssysteme angewandt, bei denen entweder eine Mindestsicherung (Armutsvermeidung) oder eine darüber hinausreichende einkommensbezogene Absicherung im Alter angestrebt wird. Sodann wird auf einige international sich abzeichnende neuere Entwicklungstendenzen hingewiesen, die zu einer Stärkung des Vorsorgeaspekts auch in staatlichen Alterssicherungssystemen führen. Hierfür sprechen auch einige ökonomische Gründe. Am Beispiel der gesetzlichen Rentenversicherung wird die Stärkung des Vorsorgecharakters als Leitbild für eine Konzeption zu deren Weiterentwicklung dargelegt. Dies wird abschließend anhand einiger Bausteine einer solchen Konzeption, wobei auf der Einnahmen- und der Ausgabenseite angesetzt wird, exemplarisch verdeutlicht.
