Die kommunale Hilfe zur Arbeit im Kontext kapitalistischer Arbeitsdisziplinierung

Abstract

Unter dem Begriff der Hilfe zur Arbeit subsumiert das Bundessozialhilfegesetz die arbeitserzieherischen Instrumente der Sozialhilfe. Der Beitrag stellt zunächst die historische Verbindung von Fürsorge und Arbeitsdiszi-plinierung im Kontext der unterschiedlichen kapitalistischen Epochen dar, um darauf aufbauend die Entwicklungstendenz der Hilfe zur Arbeit innerhalb der letzten bei-den Jahrzehnte zu untersuchen. Dabei wird gezeigt, dass die arbeitsdisziplinieren-den Elemente der Hilfe zur Arbeit mit dem Anstieg der Arbeitslosigkeit sowohl auf bundespolitischer als auch auf kommunaler Ebene an Bedeutung gewonnen haben. Das duale System von Arbeitslosen- und Armensicherung verhindert jedoch eine effiziente Umsetzung der ganzheitlichen Erfassung der Arbeitslosen. Mit der aktuellen im Rahmen der sogenannten Hartz-Kommission entwickelten Arbeitsmarktreform, zeichnet sich eine Lösung dieses Problems ab. Dabei tangiert das liberale Paradigma zusehends den Bestand der sozialen Bürgerrechte.
