Reallabore als umweltbezogenes Politikinstrument: Kurzstudie im Rahmen der Digitalagenda des Bundesministeriums für Umwelt, Naturschutz und nukleare Sicherheit

Abstract

Der gestiegene Bedeutungsgewinn und die Relevanz von Reallaboren für die Gestaltung einer nachhaltigen Zukunft wird durch den vermehrten Einbezug von Reallaborkonzepten in politischen Strategien und Publikationen deutlich (BMU, 2020a; WBGU, 2016; WGBU, 2019; Wolf et al., 2018). Weniger klar ist bisher, wie Reallabore für eine umweltorientierte Digitalpolitik genutzt werden können. Die vorliegende Kurzstudie "Reallabore als umweltbezogenes Politikinstrument" stellt konzeptionelle Grundlagen für Reallabore als Politikinstrument einer transformativen Umweltpolitik dar und leitet Handlungsempfehlungen für den zielgerichteten und wirkungsvollen Einsatz von Reallaboren im Rahmen einer umweltorientierten Digitalpolitik ab. In der Kurzstudie werden im Sinne der Digitalagenda des BMU Reallabore als "Experimentierräume für digitalbasierte sozialökologische Innovationen, in denen digitale Tools, Anwendungen und neue Kooperationsstrukturen entwickelt und modellhaft getestet werden können" verstanden. Es werden zunächst drei idealtypische Reallaboransätze mit ihren Schwerpunkten und Kerncharakteristika dargestellt und erläutert. Während Reallabore für soziale Innovationen in transdisziplinärer Kooperation gemeinsam mit zivilgesellschaftlichen Akteuren/-innen, soziale Lösungen für realweltliche Nachhaltigkeitsprobleme in kleinräumigem Maßstab erarbeiten, stellen Reallabore für großskalige, technische Innovationen Testräume zur realweltlichen Erprobung und Demonstration von technischen Innovationen bereit. Reallabore für regulatives Lernen entwickeln und testen alternative rechtliche Anreizmechanismen und unterstützen mit ihren hieraus gewonnenen wissenschaftlichen Erkenntnissen die praktische Politik.
