HDA reloaded? Lehren aus der "Humanisierungsdebatte" für die Gestaltung digitalisierter Arbeit

Abstract

Vor dem Hintergrund der voranschreitenden Digitalisierung und Flexibilisierung flammt auch der Wunsch nach einer Humanisierung der Arbeitswelt neu auf. Zumal nicht nur Risiken, wie Rationalisierung von Arbeitsplätzen, mehr Überwachung und Kontrolle zu beachten sind, sondern auch Vorteile und Chancen, wie Zeitsouveränität, Mitsprache bei der Wahl des Arbeitsortes oder auch stärkere Partizipationsmöglichkeiten in der Ausgestaltung von Arbeitsinhalten. Der "Humanisierungs"-Diskurs ist aber keineswegs neu. In den 1970/80er Jahren wurde bereits ein eigenständiges Programm zur "Humanisierung des Arbeitslebens" (HdA) von der Bundesregierung gefördert, mit dem Ziel Arbeitsinhalte und -beziehungen zu verbessern sowie belastende und gesundheitsgefährdende Arbeitssituationen abzubauen. In diesem Beitrag wird gezeigt, dass einige Erkenntnisse von damals erstaunlich aktuell sind und Denkanstöße für die heutige Arbeitspolitik und -gestaltung geben.
