Tarifverträge und Tarifflucht in Bayern

Abstract

Die Tarifbindung befindet sich in Bayern wie in Deutschland insgesamt in einem anhaltenden Erosionsprozess. Bayern bildet aktuell mit einer Tarifbindung von 53 Prozent der Beschäftigten und 26 Prozent der Betriebe das Schlusslicht der westdeutschen Bundesländer. Immer mehr Beschäftigten werden tarifvertraglich abgesicherte Arbeits- und Einkommensbedingungen vorenthalten. Diese Studie untersucht durch statistische Datenanalysen und ergänzende Branchen- und Betriebsfallstudien die Entwicklung der Tarifbindung und die Auswirkungen von Tarifflucht in Bayern. Es zeigt sich u.a., dass eine bloße Tariforientierung der Betriebe anstelle einer regulären Tarifbindung keine vergleichbar positiven Auswirkungen auf die Arbeitsbedingungen hat. Es werden verschiedene Ansätze zur Stärkung der Tarifbindung vorgestellt.
