Folgt aus der Theorie des endogenen Wachstums eine neue Wirtschaftspolitik?

Abstract

Die seit Anfang der 80er Jahre zu beobachtende Renaissance der Wachstumstheorie wurde durch einige theoretische Publikationen ausgelöst, die die alten ungelösten Probleme der neoklassischen Wachstumstheorie aufgriffen und Wege vorschlugen, wie die Erklärungsdefizite der älteren Theorien elegant eliminiert werden können und der Wachstumsprozess aus dem Modell heraus (endogen) zu erklären ist. Durch die Theorie des endogenen Wachstums wurde der Konsens unter den Ökonomen2 in Frage gestellt, nach dem ein Verzicht auf staatliche Marktinterventionen in der Regel zur besten aller möglichen wirtschaftlichen Situationen führt. Ziel dieser Arbeit ist es, unter Zugrundelegung der Theorien des endogenen Wachstums die zentralen Determinanten ökonomischer Wachstumsprozesse herauszuarbeiten und vor diesem Hintergrund die strategischen Möglichkeiten der Wirtschaftspolitik zur Beeinflussung des Wirtschaftswachstums vorzustellen und zu bewerten.
