Beschäftigungsentwicklung innerhalb multinationaler Unternehmen während der globalen Rezession 2008/2009

Abstract

In der Wirtschaftskrise der Jahre 2008 und 2009 hat die Inanspruchnahme der großzügigen Kurzarbeiterregelung, die Ausweitung der innerbetrieblichen Flexibilität durch tarifvertragliche Regelungen sowie der Abbau von Guthaben auf den Arbeitszeitkonten die Beschäftigung in Deutschland erheblich stabilisiert. Ein bisher kaum beachteter Aspekt ist, dass in multinationalen Unternehmen diese Maßnahme dazu geführt haben könnten, einen Großteil der notwendigen Beschäftigungsanpassung in ausländischen Unternehmensteilen vorzunehmen. Die Möglichkeit der Unternehmen, die Beschäftigung weltweit anzupassen hätte somit die Wirkung der wirtschaftspolitischen Maßnahmen erheblich verstärkt. Auf Basis des MiDi der Deutschen Bundesbank untersuchen wir die Beschäftigungsentwicklung innerhalb von multinationalen Unternehmen in der Krise und finden Belege dafür, dass die Beschäftigungsanpassung in den ausländischen Konzernteilen wesentlich größer war, als in den inländischen.
