Mehr Innovationen und Unternehmertum in Deutschland durch Wiederbelebung des Leistungsprinzips

Abstract

Innovationen bilden die Grundlage unseres Wohlstands und sind der Schlüssel zur erfolgreichen Bewältigung der zentralen Herausforderungen unserer Zeit. In Deutschland gehen Innovationstätigkeit und unternehmerische Dynamik jedoch seit Jahren zurück. Zwar wird das Problem auf politischer Ebene zunehmend adressiert, entsprechende Absichtserklärungen basieren jedoch häufig auf einem falschen Verständnis von Innovationsprozessen. Dementsprechend ist der wachsende staatliche Anspruch, planend und selektiv in Innovationsprozesse eingreifen zu wollen, wenig hilfreich, da sich Innovationen weder einfach mit Geld kaufen noch an den Staat auslagern lassen. Sie sind in erster Linie das Ergebnis harter Arbeit. Deshalb bedarf es vor allem einer Wiederbelebung des Leistungsprinzips, das sozialen Aufstieg durch Chancengerechtigkeit ermöglicht. Nicht erst seit der Corona-Pandemie ist das wirtschaftliche, politische und gesellschaftliche Klima von Bequemlichkeit, Anspruchsdenken und der Erosion von Leistungsanreizen gekennzeichnet. Darunter leidet erst die Bereitschaft und dann die Fähigkeit, Innovationen und erfolgreiche Unternehmen hervorzubringen. Die erforderliche Trendumkehr bedarf der politischen Bereitschaft, den Leistungsgedanken wieder stärker in den Fokus gesellschaftlicher Diskurse zu stellen und als Ausgangspunkt politischen Handelns zu nehmen. Auf der Basis eines solchen Fundaments verspricht eine Innovationspolitik, die technologieoffen und strukturell wirkt, deutlich größeren Erfolg.
