Was bedeutet Wirksamkeit von Entwicklung? Ein begriffsorientiertes Diskussionspapier

Abstract

Die internationale Betriebsamkeit um das Thema Wirksamkeit der Entwicklungszusammenarbeit (EZA) kreist vor allem um Fragen der technisch-operativen Abwicklung von Entwicklungsinitiativen. Hintergrund dieser Debatte bilden hingegen sehr weit reichende Fragen zur grundsätzlichen Sinnhaftigkeit von externer "Entwicklungshilfe", strukturelle Voraussetzungen der Nord-Süd-Ost-Verhältnisse sowie neuartige, aktuelle Herausforderungen für die internationale Entwicklung überhaupt. Dieses Papier versucht, durch eine Problematisierung der Begriffe Wirksamkeit und Entwicklung unterschiedliche Zugänge zu diesem Themenfeld aufzuzeigen, implizite Fragestellungen, die sich in diesen Kategorien widerspiegeln, darzustellen und den Stand der Entwicklungsforschung in Bezug auf gängige Wirksamkeitsmaßstäbe zu erörtern. Damit soll eine Ausweitung der Wirksamkeitsdiskussion vorgeschlagen werden, die weit über den bisherigen OECD-zentrierten Fokus hinausgeht.
