Wenn Reden Silber und Handeln Gold ist: Kommunikation und Kooperation in der internationalen Bankenregulierung

Abstract

Hat Kommunikation einen positiven Einfluß auf Kooperation? In der Debatte, die die deutsche Theorie internationaler Beziehungen in den letzten Jahren um die Rationalität von Kommunikation geführt hat, wird diese Frage emphatisch bejaht. Es besteht Konsens, daß internationale Verhandlungen die Chancen für das Zustandekommen internationaler Kooperation verbessern. Der Aufsatz zeigt, daß diese Annahme nicht generell zutrifft. Die Wirkungen von Kommunikation sind ambivalenter, als in der Debatte unterstellt wird. Am Beispiel der internationalen Bankenregulierung wird demonstriert, daß Verhandlungen das Zustandekommen von Kooperation stören, verzögern oder sogar ganz verhindern können. Auf der Grundlage einer spieltheoretischen Analyse werden strategische Konstellationen identifiziert, die es wahrscheinlicher beziehungsweise unwahrscheinlicher machen, daß Kommunikation sich förderlich auf die Kooperationsentwicklung auswirkt.
