Nachhaltige Stadtfinanzen - Akzeptanzsteigerung der bürgerschaftlichen Beteiligung an der Haushaltsplanung

Abstract

Die Mehrheit der Bürgerinnen und Bürger sowie der Organisationen, die sich an den Umfragen beteiligt haben (N=358), ist mit den Informations- und Teilhabemöglichkeiten der Stadt Leipzig an der Haushaltsplanung derzeit unzufrieden. Unabhängig von der online oder offline Nutzungsmöglichkeit erscheinen interaktive Informationsangebote mit Rückfrage- und Feedbackmöglichkeit, wie beispielsweise Bürgerwerkstatt, Anfragemöglichkeiten im Dezernat und Diskussionsrunden, den befragten Bürgerinnen und Bürgern besonders gewinnbringend zu sein. Über die gesetzlichen Vorgaben hinaus sind weitere Informations- und Teilhabeangebote notwendig, die eine frühzeitigere und kontinuierlichere Einbindung bei der Haushaltsplanung und ein Einbringen eigener Themen und Fragestellungen der Öffentlichkeit ermöglichen. Zur Erweiterung vorhandener Möglichkeiten wurde eine Konzeptskizze für einen erweiterten Beteiligungsprozess erarbeitet. Um daraus abgeleitet Einflussmöglichkeiten, Prozessablauf und Rechenschaftslegung sowie verfügbare Ressourcen und Verantwortlichkeiten transparent und verbindlich aufzuzeigen, wird ein übergreifendes Informations- und Beteiligungskonzept benötigt. Dessen Konkretisierung obliegt dem Entscheidungsspielraum der Stadt und bedarf politischer Weichenstellungen. Viele der vorhandenen Teilhabemöglichkeiten an der Haushaltplanung sind gemäß des Umfrageergebnisses den Leipzigerinnen und Leipzigern nicht bekannt und werden schon deshalb kaum genutzt. Die Online-Angebote der Internetseiten des Dezernates für Finanzen der Stadt Leipzig bieten weniger Informationsmöglichkeiten zur Haushaltsplanung als die Angebote der Kämmereien anderer Kommunen mit einer ähnlichen Einwohnerzahl. Die Bereitstellung von öffentlich zugänglichen Informationen über die Haushaltsplanung, aber auch anstehende Projekte und Maßnahmen sowie insbesondere dabei bestehende Möglichkeiten der Beteiligung bedürfen einer intensiveren Kommunikation und des Auf- und Ausbau eines übergreifenden Konzeptes.
