Das Basiszenario des Generationenmonitors: Daten, Methodik und zentrale Annahmen

Abstract

Der Generationenmonitor ist ein Modell, das auf der Methodik von Generationenkontenmodellen basiert. Es dient dazu, langfristige Auswirkungen der Gesetzgebung und der politischen Rahmenbedingungen zu analysieren und dadurch gegebenenfalls Handlungsbedarf abzuleiten. Da-bei werden zum einen Annahmen über zukünftige Trends (wie etwa den demographischen Wandel oder eine steigende Frauenerwerbsbeteiligung) getroffen. Zum anderen muss auch die künftige Gesetzgebung modelliert werden. Hier werden im Folgenden die Datenbasis, die zentralen Annahmen und die Methodik beschrieben, die dem Basisszenario des Generationenmonitors zugrunde liegen. Grundsätzlich werden im Basisszenario eher optimistische Annahmen gesetzt und die positive wirtschaftliche Entwicklung der letzten Jahre fortgeschrieben. Darüber hinaus wird eine konstante Politik unterstellt: Alle bis 2019 bereits in Kraft getretenen Reformmaßnahmen werden berücksichtigt (auch wenn sie erst in der Zukunft ihre volle Wirkung entfalten), es werden aber keine weiteren Reformen in der Zukunft angenommen.
