Mobilitätskulturen: Über die Notwendigkeit einer kulturellen Perspektive der integrierten Verkehrsplanung

Abstract

Im politischen, medialen, planerischen und wissenschaftlichen Diskurs wird der Begriff "kultur" häufig benutzt, insbesondere wenn es um den Transformationsprozess hin zu einer nachhaltigen Mobilität geht. Aber so häufig wie der Begriff mittle rweile genutzt wird, so definitorisch unklar und arbiträr ist seine Bedeutung. Das vorliegende Discussion Paper baut auf bestehende wissenschaftliche Auseinandersetzungen zu kulturellen Aspekten von Mobilität und Verkehr auf und entwickelt durch eine gezie lte Auseinandersetzung mit kultur und sozialtheoretischen Arbeiten eine eigene theoretische, methodologische und methodische Perspektive zu Mobilitätskulturen. Es wird argumentiert, dass eine kulturelle Betrachtung von Mobilität und Verkehr in der deutsch en Forschungslandschaft bisher vernachlässigt und nicht konsistent angewandt worden ist. Dabei kann ein kulturelles Verständnis fundamental dabei helfen latente Veränderungs und Gestaltungspotenziale aufzuzeigen und die Wirksamkeit verschiedener verkehrsp lanerischer Maßnahmen zum Erreichen von verkehrspolitischen Zielen zu erhöhen. Allerdings erfordert dies auch, dass eine Untersuchung von kulturellen Aspekten von Mobilität und Verkehr der Komplexität von Kulturen, ihren lebensweltlichen Verankerungen und unterschiedlichen Erscheinungsformen sowohl theoretisch wie methodisch gerecht werden muss, weshalb das vorliegende Discussion Paper eine kulturtheoretische und anthropologische Überarbeitung bestehender Verständnisse von Mobilitätskulturen vorschlägt.
