Externe Kosten des Verkehrs und soziale Gerechtigkeit: Die verkehrswissenschaftliche Begründung einer verkehrspolitischen Herausforderung

Abstract

Gegenstand der vorliegenden Arbeit ist die Internalisierung der externen Kosten des Straßenpersonenverkehrs in Deutschland unter besonderer Betrachtung der sozialen Auswirkungen bei Einsatz preislicher Internalisierungsmaßnahmen. Die verschiedenen externen Effekte im Verkehrsbereich werden eingangs dargestellt. Für das Beispiel des Straßenverkehrs in Deutschland wird anschließend der Handlungsbedarf anhand konkreter Kostengrößen verdeutlicht. Für eine Internalisierung der externen Kosten des Straßenverkehrs werden ökonomische Instrumenten wie Straßenbenutzungsabgaben, Energiesteuern sowie Anpassungen des Versicherungssystems vorgeschlagen. Im Folgenden werden die potentiellen Hürden eines Einsatzes ökonomischer Internalisierungsinstrumente wie ungerechte soziale Auswirkungen näher betrachtet. Den ungleichen sozialen Auswirkungen einer Internalisierung sollte durch eine gezielte Einnahmenverwendung entgegengewirkt werden.
