Mehr regionalpolitische Kompetenzen für die EG im europäischen Binnenmarkt?

Abstract

Im Zuge der Schaffung des Europäischen Binnenmarktes werden die regionalpolitischen Aktivitäten der EG-Kommission stark ausgeweitet. Grundlage dieser Bestrebungen ist der Artikel 23 der Einheitlichen Europäischen Akte, durch den der EWG-Vertrag um die Artikel 130a bis 130e ergänzt wurde. Im Jahre 1988 hat der Ministerrat auf Basis des Artikels 130d EWG-Vertrag entschieden, daß die Mittel der Strukturfonds bis zum Jahre 1992 verdoppelt werden, um regionalen Entwicklungszielen Rechnung zu tragen. Außerdem ist zu beobachten, daß seit Beginn der achtziger Jahre die EG-Kommission zunehmend Einfluß auf die Regionalpolitik der Mitgliedsstaaten durch ihr Beihilfekontrollverfahren nach Art. 92 und 93 des EWG-Vertrags nimmt; auch diese Aktivitäten werden aller Voraussicht nach intensiviert werden.
