Helgolands Wirtschaft am Scheideweg

Abstract

Die friesische Felseninsel in der Deutschen Bucht steht zu Beginn der 90er Jahre am Scheideweg: Weiter so wie seit 1826 mit Tourismus als Monokultur oder Ausbau des Standorts Helgoland zum modernen Seeheilbad und Offshore-Finanzzentrum zugleich? Durch den EG-Binnenmarkt und den Umbruch im Osten zeichnen sich in Europa grundlegende Veränderungen der Nachkriegslandschaft ab, die auch eine Diversifizierung der Wirtschaft Helgolands zu begünstigen scheinen. Die besondere rechtliche Lage Helgolands bietet gute Voraussetzungen für die Ansiedlung eines Offshore-Finanzzentrums. Finanzdienste sind umweltfreundlich und nicht flächenintensiv. Sie wirken sich positiv auf Beschäftigung und Bevölkerungsstruktur aus, und sie stellen eine zusätzliche Einkommensquelle für die Gemeindeverwaltung dar, überdies schließen sich Finanzzentrum und Tourismus nicht aus.
