Internationale Wettbewerbsfähigkeit von immobilen Faktoren im Standortwettbewerb

Abstract

Das Konzept der internationalen Wettbewerbsfähigkeit einer Volkswirtschaft ist seit den siebziger Jahren in der Öffentlichkeit und auch in der wirtschaftswissenschaftlichen Forschung in den Vordergrund getreten. Die Gründe für dieses zunehmende Interesse insbesondere in der Bundesrepublik Deutschland sind in wichtigen Ereignissen der siebziger Jahre zu suchen. Der Zusammenbruch des Bretton Woods-Systems und die sich anschließende Aufwertung der D-Mark, der wirtschaftliche Aufstieg der asiatischen Schwellenländer und die zweifache Ölpreiserhöhung durch das Kartell der OPEC schienen eine Bedrohung der stark in den Welthandel integrierten deutschen Unternehmen darzustellen. Die Sorge um die internationale Wettbewerbsfähigkeit der Bundesrepublik Deutschland gründete sich somit v.a. auf die Furcht, deutsche Unternehmen könnten auf den Weltmärkten weniger Produkte als bisher verkaufen. In der wissenschaftlichen Literatur hat man sich größtenteils diese Interpretation zu eigen gemacht und die internationale Wettbewerbsfähigkeit eines Landes mit der internationalen Wettbewerbsfähigkeit der dort ansässigen Unternehmen auf Weltmärkten gleichgesetzt. Erst in letzter Zeit wurden Zweifel an dieser Vorgehensweise laut.
