Mehr Arbeitsplätze durch weniger Regulierung: Britische Erfahrungen mit einer anderen Arbeitsmarktpolitik

Abstract

Der Arbeitsmarkt in der Bundesrepublik und in anderen Ländern zeigt immer mehr ein Doppelgesicht: Die eine Seite ist der zunehmende Mangel an qualifizierten Fachkräften, die andere der anhaltende Mangel an Arbeitsplätzen vor allem für Kräfte mit Qualifikationsdefiziten. Arbeitslosen, die keinen Beruf erlernt haben, ist nicht damit geholfen, daß allerorts Facharbeiter gesucht werden. Selbst Facharbeiter, deren beruflichen Fähigkeiten und Fertigkeiten durch den Strukturwandel entwertet wurden, sind nicht viel besser dran; sie müssen sich, um eine Chance auf einen gutbezahlten Arbeitsplatz zu haben, erst wieder neu qualifizieren, und zwar für einen Beruf, nach dem der Markt verlangt. Für die Arbeitsmarktpolitik stellt sich somit die Frage, wie sie die Kluft zwischen Arbeitskräftenachfrage und Arbeitskräfteangebot überbrücken kann.
