Private-Equity-Investitionen im Pflegesektor: Relevanz, Dimensionen und Handlungserfordernisse

Abstract

* Im deutschen Pflegesektor ist in den vergangenen Jahren ein neuer Akteurstyp aktiv geworden. Private-Equity-Gesellschaften (PEG) investieren temporär, branchen- und länderübergreifend und unterscheiden sich damit von vielen anderen privaten Trägern. * Das wachsende Engagement von PEG ist u.a. auf das Nachfragewachstum, auf berechenbare Marktrisiken bei gesicherten Renditechancen sowie auf marktliche Konzentrations- und Konsolidierungsprozesse zurückzuführen. * Die PEG wenden vorranging die sogenannte Buy-and-Build-Strategie an, d.h. sie erwerben mehrere kleinere Unternehmen und fügen diese zu einer größeren Unternehmenseinheit zusammen. Damit zielen sie vor allem auf Skalenvorteile durch ihre wachsende Unternehmensgröße. * Die im Pflegesektor aktiven PEG unterscheiden sich hinsichtlich ihres Leistungsprofils, der angebotenen Versorgungsformen, ihrer Gründungs- und Entstehungskontexte sowie ihrer Eigentümerstrukturen. Die Leistungen in der Versorgung sind somit differenziert zu betrachten. * Notwendig ist mehr Transparenz über die tatsächlichen Eigentümerstrukturen im Pflegesektor. Anlagestrategien, mögliche Hebeleffekte sowie die Vergütungs- und Unternehmenspolitik sind hier wichtige Ansatzpunkte. Dies wäre durch verbindliche versorgungs- und arbeitspolitische Standards zu flankieren.
