Wirtschaftsförderung neu denken: Partizipative Governance am Beispiel von Bottrop 2018+

Abstract

Die Sicherung einer zukunftsfähigen Wirtschaftsstruktur bedarf kontinuierlicher Anpassung an neue immer komplexere Herausforderungen sowie Transitionen in Richtung Nachhaltigkeit und Resilienz. Klassische Wirtschaftsförderung als reines Angebot eines traditionellen Dienstleistungsportfolios reicht am Wirtschaftsstandort nicht mehr aus, um den heutigen multiplen heterogenen Anforderungen gerecht zu werden und langfristig wettbewerbsfähig zu bleiben Ein integrierter strategischer Wirtschaftsförderungsansatz ist ebenso erforderlich wie neue Formen der Zusammenarbeit und der Prozesssteuerung in Form einer innovativen lokalen Governance. Die Übertragung eines partizipativen Governance-Ansatzes in Form Strategischer Allianzen auf das Feld der Wirtschaftsförderung ermöglicht die ergebnisoffene Einbindung lokaler Stakeholder in kooperative bottom-up geprägte Strategieentwicklungsprozesse. Die Operationalisierung gemeinsam entwickelter Strategien in Reallaboren/-experimenten birgt das Potenzial gemeinsamen Lernens, der handlungsleitenden Wissensproduktion oder auch branchenübergreifender Synergieeffekte.
