Grundbildung in Malawi: Neuere Entwicklungen der Sektorpolitik, realistische Handlungsperspektiven und Vorschläge für ein gestuftes Monitoringsystem

Abstract

Diese von der KfW in Auftrag gegebene Studie ist Teil der Vorarbeiten für die zurzeit von verschiedenen Gebern anvisierte Korbfinanzierung Grundbildung in Malawi. In einem ersten Schritt werden die Hauptprobleme des Sektors skizziert und ihre Diskussion im Rahmen verschiedener Sektorpapiere der letzten Jahre dargestellt. Dabei wird insbesondere herausgearbeitet, inwieweit die verschiedenen Papiere insgesamt ein schlüssiges und in sich stimmiges Bild des Sektors ergeben und wo sich für den vorgeschlagenen Maßnahmenkatalog vor dem Hintergrund der Erfahrungen anderer afrikanischer Länder in Hinblick auf Wirkungen und Effizienz noch Optimierungsbedarf ergibt. Darüber hinaus werden die Budgetsituation sowie das Budgetmanagement und die Managementkapazität des malawischen Bildungsministeriums (Ministry of Education, MoE) diskutiert. Vor diesem Hintergrund ergibt sich eine erste Einschätzung der Durchführbarkeit einer Korbfinanzierung und der dabei zu beachtenden Schwierigkeiten.
