Geförderte Produktivgenossenschaften als Weg aus der Arbeitslosigkeit? Das Beispiel Berlin

Abstract

Aufgrund der nach wie vor äußerst unbefriedigenden Lage auf dem Arbeitsmarkt wird intensiv nach Lösungen gesucht, diese Situation zu verbessern. Dabei sind, nicht zuletzt aufgrund ihrer geschichtlichen Entstehung als "Kinder der Not" (Marburger Bank o. J.) auch die Genossenschaften in den Blickpunkt der Diskutanten gerückt. Zur Bewältigung sozialer Probleme sind sie im 19. Jahrhundert entstanden und dies können sie auch heute sein, beispielsweise durch Schaffung von Arbeitsplätzen. Um Arbeitslose wieder in das Wirtschaftsleben zu integrieren gibt es grundsätzlich zwei verschiedene Ansätze: 1. Als Arbeitnehmer bzw. abhängig Beschäftigte auf einem Arbeitsplatz, unabhängig davon, ob dies auf dem ersten, zweiten oder einem folgenden Arbeitsmarkt geschieht. 2. Als Selbstständige, Unternehmer bzw. Existenzgründer mit einem selbstgeschaffenen Unternehmen, das zumindest einen Arbeitsplatz für den Gründer selbst bereitstellt. Beide Alternativen wiederum können entweder als Individual- oder als Gruppenlösung verfolgt werden, wobei in Deutschland klassischerweise die Variante im Vordergrund steht, dass das Arbeitsamt oder ein entsprechender Vermittler für einen Arbeitslosen einen Arbeitsplatz als Arbeitnehmer sucht.
