Der Einfluss verdeckter Armut auf das Grundsicherungsniveau

Abstract

In einem von der Hans-Böckler-Stiftung geförderten Projekt (Nr. S 2012-580-4) ist das derzeitige Verfahren zur Berechnung des Grundsicherungsniveaus kritisch analysiert worden (Becker/Schüssler 2014). Dabei blieb allerdings die Frage unbeantwortet, inwieweit das gesetzliche Existenzminimum dadurch beeinflusst wird, dass Haushalte, die eine zustehende Grundsicherungsleistung nicht in Anspruch nehmen (verdeckte Armut), bisher aus den Regelbedarfsberechnungen nicht ausgeschlossen werden. Die verbliebene Wissenslücke wurde hinsichtlich des Existenzminimums von Erwachsenen mit der vorliegenden Ergänzungsstudie geschlossen, wobei an vorliegende Ergebnisse des Vorläuferprojekts sowie an eine Arbeit des IAB (2013) angeknüpft werden konnte. Es zeigt sich ein moderater Effekt der Ausklammerung verdeckter Armut aus der Grundgesamtheit: ein Plus von 12 € bei der Regelbedarfsstufe 1, die sich 2014 auf 403 € statt auf 391 € belaufen hätte. Wenn zudem die neuen Restriktionen von 2011 unterblieben wären, hätte das soziokulturelle Existenzminimum im letzten Jahr sogar bei 435 € gelegen.
