Arbeitsmarktinstitutionen und die langfristige Entwicklung der Arbeitslosigkeit: Empirische Ergebnisse für 19 OECD-Länder

Abstract

Ein wichtiger Erklärungsfaktor für die Entwicklung der Arbeitslosenquote sind die Institutionen des Arbeitsmarktes. Diese Arbeit zeigt empirische Ergebnisse für verschiedene Paneldaten-Modelle. Gegenüber der bisherigen Literatur unterscheidet sich der Ansatz durch drei Aspekte: 1) Wir verwenden nicht die tatsächliche Arbeitslosenquote oder Mehrjahresdurchschnitte, sondern ihre Trendkomponente. 2) Wir verwenden einen langen Schätzzeitraum von 1960 bis 2000, was gewährleistet, dass genügend Variation der Institutionen innerhalb der einzelnen Länder vorliegt. 3) Wir lassen Variationen der Parameter der Institutionen zwischen den Ländern zu. Es zeigt sich, dass vor allem der Kündigungsschutz, die Lohnersatzrate und der Abgabenkeil signifikante Effekte auf die langfristige Entwicklung der Arbeitslosenquote haben.
