Education Investment Fund: Ein innovativer Ansatz zur Finanzierung zusätzlicher Bildungsausgaben

Abstract

Deutschland und Europa stehen vor riesigen Herausforderungen. Nach der Wirtschafts- und Finanzkrise und der dadurch in den meisten Ländern gestiegenen (Jugend-)Arbeitslosigkeit erzwingt der aktuelle Zustrom von Flüchtlingen zusätzliche öffentliche Ausgaben. Beides zusammen, die Beseitiung der - in vielen Ländern hohen - Jugendarbeitslosigkeit wie die Aufnahme von Flüchtlingen, sind zentrale Voraussetzungen, um den absehbaren Fachkräftemangel durch den demografischen Wandel zumindest abzumildern. Hierfür sind Bildungsinvestitionen in Milliardenhöhe erforderlich, die ergänzend zu den sonstigen öffentlichen Aufgaben finanziert werden müssen! Die Ausgangslage: 18% der 15-Jährigen in Deutschland sind funktionale Analphabet/innen, die nicht richtig rechnen, schreiben und lesen können. Das sind in in jedem Altersjahrgang über 150.000 junge Menschen. Gleiches gilt für 7,5 Mio. Erwachsene. Dass die letztgenannte Zahl fast identisch ist mit den 7,2 Mio. Erwachsenen im Alter von 20-65 Jahren, die keine abgeschlossene Berufsausbildung haben, ist nicht überraschend. [...]
