Folgen des wirtschaftlichen Strukturwandels für die langfristige Entwicklung der FuE-Intensität im internationalen Vergleich

Abstract

Internationaler und sektoraler Strukturwandel manifestiert sich in unterschiedlichen Prozessen, die Auswirkungen auf die internationale Verteilung von FuE-Aufwendungen und Wirtschaftsleistung haben und somit langfristige Vergleiche von FuE-Intensitäten betreffen. Ziel dieser Studie war es, diesen Sachverhalt mit Hilfe alternativer Indikatoren und Methoden wie strukturbereinigten FuE-Intensitäten und einer Komponentenzerlegung zu untersuchen. Das Hauptaugenmerk wurde dabei auf die FuE-Intensität der Wirtschaft gelegt, da diese in Deutschland wie auch im OECD-Durchschnitt rund zwei Drittel der gesamtwirtschaftlichen FuE-Intensität determiniert. Der Vergleich der tatsächlichen mit den um die Wirtschaftsstruktur bereinigten FuE-Intensitäten macht deutlich, dass vor allem Südkorea, aber auch Deutschland, Japan, Finnland und Schweden eine deutlich niedrigere FuE-Intensität der Wirtschaft aufweisen würden, wenn ihre Wirtschaftsstruktur dem Durchschnitt der betrachteten 22 OECD-Länder entspräche. In all diesen Ländern haben forschungsintensive Industrien ein vergleichsweise hohes Gewicht innerhalb der wirtschaftlichen Wertschöpfung. Alle anderen Länder, insbesondere Frankreich, Belgien und Norwegen, wären beim strukturbereinigten Indikator hingegen besser positioniert. Die Zerlegung der Abweichung nationaler FuE-Intensitäten vom OECD-Länderdurchschnitt in eine Strukturkomponente zur Beschreibung intersektoraler Gewichtsunterschiede und eine Verhaltenskomponente zur Indizierung unterschiedlicher intrasektoraler FuE-Neigung zeigt, dass beide Komponenten in langer Frist teils gegenläufig wirken. Dies gilt z.B. im Fall von Deutschland, Frankreich, Belgien, Österreich, Ungarn, der Tschechischen Republik, aber auch der USA und Südkoreas. Teils sind aber auch beide Komponenten gemeinsam für eine relativ stärkere (Japan, Schweden) bzw. schwächere Position (Kanada, Italien, Spanien, Niederlande, Polen) einzelner Volkswirtschaften im Vergleich zum Länderdurchschnitt verantwortlich.
