Zweckentfremdung der Rentenrücklage - und wie sie künftig verhindert werden könnte

Abstract

In der Gesetzlichen Rentenversicherung (GRV) gilt gemäß § 158 Abs. 1 SGB VI eine Regel zur Anpassung des Beitragssatzes. Unterschreitet die Nachhaltigkeitsrücklage den Mindestwert von 0,2 Monatsausgaben der GRV, muss der Beitragssatz erhöht werden. Übersteigt sie hinge-gen den Höchstwert von 1,5 Monatsausgaben, muss der Beitragssatz reduziert werden. Diese gesetzliche Regel kam in den vergangenen beiden Jahren zum Einsatz, als aufgrund ho-her Rücklagenmittel der Beitragssatz zweimal in Folge gesenkt wurde. Nun soll sie jedoch au-ßer Kraft gesetzt werden. So plant die Bundesregierung, die Reserven der GRV zweckwidrig zur Finanzierung wahltaktisch motivierter Leistungsausweitungen einzusetzen. Damit droht ein er-neuter Griff in die Rentenkasse, wie dies in der Vergangenheit bereits mehrmals geschehen ist.
