German Industrial Structure in Comparative Perspective (Only in German language!)

Abstract

A new literature emerged in the early 1990’s which emphasised the notion that institutional differences across countries are crucial in shaping technological change. Within the EU, there has been a significant liberalisation of trade over the past decade; the dynamics of the Single European Market (SEM) were expected to have a substantial impact on competition, efficiency and innovation. This paper first analyses the structure of manufacturing within the EU in 1987, comparing the largest national market, Germany, against the other member states. Second, we analyse R&D expenditure and export market shares, discussing how differences between national institutional frameworks may impact on the innovation strategies that domestic firms follow. ZUSAMMENFASSUNG - (Die deutsche Industriestruktur im internationalen Vergleich) Forschungsarbeiten der frühen neunziger Jahre betonen stark das Konzept, nach dem institutionelle Unterschiede zwischen einzelnen Ländern entscheidend für den technischen Wandel sind. In der Europäischen Union erfolgte im letzten Jahrzehnt eine umfassende Handelsliberalisierung; es wurde allgemein erwartet, daß die Dynamik des Europäischen Binnenmarktes nachhaltigen Einfluß auf Wettbewerb, Effizienz und Innovation ausüben würde. Im Rahmen dieser Studie werden zunächst die Strukturen des verarbeitenden Gewerbes in der Europäischen Union im Jahr 1987 analysiert, indem der größte nationale Markt, der bundesdeutsche, mit denen der anderen Mitgliedsländer verglichen wird. Danach werden die Ausgaben für Forschung und Entwicklung und die Exportanteile daraufhin untersucht, inwieweit nationale Unterschiede in den institutionellen Rahmenbedingungen die Innovationsstrategien der einheimischen Unternehmen beeinflussen.
