Ostöffnung, EU-Mitgliedschaft, Euro-Teilnahme und EU-Erweiterung. Wirtschaftliche Auswirkungen auf Österreich

Abstract

Österreich hat von allen Integrationsschritten der letzten 1½ Jahrzehnte in der Europäischen Union (Ostöffnung, EU-Beitritt Österreichs, Eintritt in die Währungsunion, EU-Erweiterung) wirtschaftlich profitiert. Durch die zeitliche Parallelität der einzelnen Integrationsschritte haben sich die Effekte aber teils überlagert. Die Ostöffnung seit 1989 und Österreichs EU-Mitgliedschaft seit 1995 (sowie die Teilnahme an der Währungsunion) trugen ½ bis 1 Prozentpunkt pro Jahr zum Wirtschaftswachstum bei und hatten die Schaffung von rund 100.000 bis 150.000 Arbeitsplätzen zur Folge. Auch von der EU-Erweiterung 2004 kann Österreich mehr profitieren als die anderen Länder der EU 15, die Wachstumseffekte für das reale BIP werden für die nächsten 10 Jahre auf mehr als 0,2 Prozentpunkte p. a. geschätzt.
