L'importance de l'entree dans le secteur canadien de la fabrication : document accompagne d'une annexe sur les questions de mesure

Abstract

Pour comprendre l'importance du processus dynamique d'entree dans l'economie canadienne, il faut en mesurer l'etendue. Ce document vise principalement a resumer l'information dont nous disposons sur l'envergure de l'entree dans l'economie du Canada. Ce document vise egalement un second but. Certaines etudes ont ete axees sur des comparaisons entre pays (Geroski et Schwalbach, 1991; Organisation de cooperation et de developpement economiques, 2001). Il n'est pas facile d'interpreter les resultats de ces etudes a moins d'aborder les questions methodologiques qui se rattachent a la facon de mesurer l'entree dans l'economie. Il est egalement difficile d'evaluer des comparaisons a l'echelle internationale si l'on ne comprend pas a quel point les differentes bases de donnees produisent des resultats distincts. Les comparaisons entre pays etablies a partir de sources de donnees extremement differentes peuvent etre trompeuses en raison de leur manque de comparabilite. Bien qu'il existe plus d'une base de donnees fiable pouvant servir a estimer l'entree dans l'economie canadienne, nous nous demandons, dans ce document, a quel point les taux d'entree mesures varient d'une base de donnees a une autre. En examinant l'ecart entre les taux d'entree produits par ces bases, nous fournissons une estimation de la plage ou de l'intervalle de confiance qu'il faudrait utiliser pour savoir s'il existe, d'un pays a un autre, des differences reelles entre les taux d'entree mesures. Ce document vise aussi a guider le lecteur afin qu'il sache quelles questions il y aurait lieu de poser au sujet des bases de donnees utilisees par les chercheurs qui effectuent des etudes internationales. Enfin, on y trouve des suggestions quant aux domaines de comparaison sur lesquels les etudes internationales devraient porter.
