Abstract

Настоящий доклад посвящен теоретическим и практическим аспектам государственной поддержки культуры и искусства. В условиях сокращения бюджетных расходов на культуру и искусство в рамках преодоления последствий мирового финансового кризиса и борьбы с дефицитом государственного бюджета, вопрос о государственной поддержке культуры приобретает особую актуальность. В докладе предпринята попытка систематизировать существующие теоретические подходы к обоснованию необходимости государственной поддержки сферы культуры. Раскрыты основные противоречия проводимой государственной культурной политики России. Представлен обзор основных институциональных преобразований в сфере культуры. Акцентируется внимание на трансформации механизмов финансового обеспечения сферы культуры. This report focuses on the theoretical and practical aspects of public support for the arts and culture. The issue of public support for the arts and culture is relevant in terms of budget cuts and in overcoming the effects of the global financial crisis. The report aims to systematize the existing theoretical approaches to justify the need for public support for the arts and culture. The basic contradictions of the cultural policy in Russia and an overview of the major institutional reforms in the sphere of culture are presented in the report. The attention is focused on the transformation mechanism of financial support for the arts and culture.
