Abstract

The paper considers the international experience of applying cost benefit analysis for the assessment of socially important projects and programmes, substantiating suggestions to adapt it to the Russian context. A critique is provided of the methodologies adopted by the Russian authorities and development institutions to evaluate infrastructure projects and programmes funded from the state budget and employing public-private partnership schemes. A method for the assessment of demonstration effects of import substitution projects is justified, which is based on the use of the real option framework. The possibilities for practical application of a cost benefit methodology under the Russian conditions are demonstrated via the example of financial models of the creation of a pharmaceutical plant and a long distance oil pipeline. The authors suggest a methodology for the assessment of the economic efficiency of investment into land infrastructure development, as piloted in the Southern Federal District.
