[A mathematical model of MMT]

Abstract

近年MMT(Modern Monetary Theory,現代貨幣理論)と呼ばれる学派の主張が注目を集めているが,これまであまり理論的,あるいは数学的な分析がなされることはなかった。本稿は効用関数と予算制約式による消費者の効用最大化,独占的競争における企業の利潤最大化,財の需要・供給の均衡,などの新古典派的なミクロ経済学の枠組みの基本を維持しながら,MMTの主張の骨格をなすものを理論的に基礎づけることを目的とし,技術進歩による経済成長を含む単純な静学モデルを用いて以下の事柄を論証する。1) 経済が成長しているときに完全雇用を維持して行くためには継続的な財政赤字が必要であり,その財政赤字を将来の黒字によって埋め合わせる必要はない。2) 実際の財政赤字が完全雇用維持に必要・十分な水準を上回ることによってインフレーションが引き起こされる。さらなるインフレーションを起こさないためには安定的に一定の財政赤字を続ける必要がある。3) 財政赤字の不足は不況を招き非自発的失業を発生させる。そこから回復させるためには完全雇用を維持して行くのに必要な水準を超える財政赤字が求められるが,完全雇用回復後は継続的な財政赤字が必要なので,不況克服のために生じた赤字を将来の財政黒字によって埋め合わす必要はないし,そうしてはならない。
