Industria portuale marittima e sviluppo economico negli Stati Uniti

Abstract

In questa comunicazione si tratta dello stato dei porti negli Stati Uniti e della loro competitivita' a livello mondiale. La capacita' di sostenere lo sviluppo dell'economia degli Stati Uniti dipende anche dalla loro organica collocazione all'interno del sistema intermodale nazionale sul lato terrestre e dalla capacita' di rispondere alla sfida delle grandi compagnie di navigazione, che basano sempre piu' il loro sviluppo sul gigantismo navale. Dato che il fenomeno del gigantismo navale, pur interessando ogni tipo di nave, riguarda principalmente le navi full container, particolare spazio e' dato all'analisi dei porti container. In questa ottica, per valutare la solidita' del sistema portuale, sinergicamente considerato all'interno di quello intermodale, vengono discussi elementi, quali il potere delle compagnie di navigazione di linea, la produttiva dei terminal nei porti container, l'organizzazione del lavoro portuale, il finanziamento federale a sostegno del dragaggio dei porti, le connessioni porto - sistema ferroviario e viario, per evidenziarne le eventuali debolezze, alla luce anche del dibattito sia in ambito accademico che tra gli operatori del settore. Le proposte che ne derivano sono interessanti, rivalutano per certi aspetti il ruolo di coordinamento federale in questo settore, e, nel rispetto delle peculiarita' nazionali, sono estendibili all'esperienza europea.
