Reformas regulatorias y eficiencia en el sector portuario español

Abstract

La evolución del modelo de gestión portuaria en España en las dos últimas décadas puede analizarse siguiendo las tres reformas legislativas que han tenido lugar durante este periodo. Estas reformas tenían como objetivo acomodar el marco regulatorio español a formas de organización y gestión de los puertos que les permitan un funcionamiento competitivo y eficiente del que se derive su adecuado posicionamiento en los sistemas de distribución. Este trabajo analiza el impacto de estos cambios regulatorios en la eficiencia económica del sector durante el periodo 1993-2007. Para ello, hemos estimado una función de costes totales a corto plazo ya que hemos contrastado que el sector no está en equilibrio a largo plazo. De los resultados se deduce que el impacto de las reformas sobre la eficiencia ha sido desigual. Los cambios más significativos ocurren en el primer periodo. La segunda reforma ha sido también favorable para la eficiencia del sector aunque con resultados más modestos. Finalmente, la tercera reforma parece tener un efecto negativo en la eficiencia económica.
