Cuotas Individuales Transferibles de Captura en Argentina: política y desempeño

Abstract

Con la ejecución de sistemas de cuotas individuales transferibles en el ámbito mundial, desde comienzo de los años 80, como instrumento de manejo pesquero, se inició el debate teórico acerca de las ventajas y desventajas que presenta su utilización. En este contexto, el caso argentino presenta particularidades específicas, relacionadas con su incorporación tardía al sistema y por la capitalización de los resultados obtenidos en las experiencias previas de otros países. Esta investigación tiene como objetivo describir el sistema de Cuotas Individuales Transferibles de Captura (CITC), la distribución inicial de cuotas en 2009 y su funcionamiento en la etapa incipiente de aplicación entre los años 2010 y 2012. Para ello se analizaron los aspectos legales, la asignación inicial de cuotas para las cuatro especies cuotificadas (merluza común, merluza negra, merluza de cola y polaca), los aspectos relacionados con el costo de la investigación, control y seguimiento y los indicadores de desempeño en sus primeros años. En Argentina se minimizaron los obstáculos en la ejecución del sistema de cuotas observados en otras experiencias, debido al aprendizaje acumulado durante los veinte años de debate sobre cómo debería gestionarse el nuevo régimen de pesca. Los desembarques de las cuatro especies cuotificadas no superaron la captura máxima permisible, se impidió la concentración productiva de los grupos empresarios y las variaciones en el nivel de empleo y la participación en los desembarques de otras especies no fueron significativas.
