Best Practices in Creating and Adapting Quality Rating and Improvement System (QRIS) Rating Scales

Abstract

This brief summarizes an analysis that uses data from six large ECE data sets to simulate state quality rating and improvement system (QRIS) ratings. The purpose is to demonstrate how using the principles of scale development can support development of QRIS ratings.
