The EUC08 Program in Theoretical and Historical Perspective

Abstract

This paper provides both a conceptual framework for programs that give extra weeks of unemployment benefits to unemployed workers and an overview of such programs since 1970. It also summarizes expansions to these programs that occurred during the economic downturn that began in 2007.
