Gli oneri di sistema nei principali mercati elettrici internazionali

Abstract

Questo paper ripercorre alcuni case studies nella gestione degli oneri di sistema (stranded costs) emersi e riconosciuti nell’ambito dei processi di liberalizzazione dei principali mercati elettrici internazionali. Dopo una breve analisi metodologica sono affrontate le principali criticità nell’esperieza californiana e le implicazioni che hanno determinato gravi fallimenti del mercato. Nella seconda parte si valutano le distorsioni insite nei meccanismi di recupero degli stranded cost sotto il profilo della normativa comunitaria in materia di concorrenza e sono analizzate le soluzioni operative adottate nei principali paesi europei. Infine, con riferimento al caso italiano si considerano le principali implicazioni relative all’avvio del mercato elettrico e gli effetti sulla bolletta energetica nazionale.
