Porównawcza analiza sfery ubóstwa w krajach UE w ujêciu regionalnym

Abstract

Jednym z podstawowych celów polityki spo³ecznej Unii Europejskiej i krajów cz³onkowskich jest walka z ubóstwem i wykluczeniem spo³ecznym. W ramach Strategii Lizboñskiej UE za³o¿y³a „wyjœcie” z ubóstwa 20 milionów osób w krajach cz³onkowskich do 2020 r. W opracowaniu przedstawiono propozycje modyfikacji aktualnie rekomendowanego przez UE podejœcia do pomiaru ubóstwa, które nie zapewnia porównywalnoœci wskaŸników ubóstwa pomiêdzy krajami cz³onkowskimi. Zaproponowano rozwi¹zania umo¿liwiaj¹ce porównania ocen ubóstwa miêdzy krajami cz³onkowskimi UE i ich regionami oraz nowy sposób analizy ubóstwa w oparciu o wskaŸniki stopnia zagro¿enia ubóstwem. W przeprowadzonych analizach porównawczych zwrócono uwagê na wp³yw zmian za³o¿eñ pomiaru na uzyskiwane wyniki. Do oceny ró¿nych aspektów ubóstwa zaproponowano wykorzystanie zarówno podejœcia jednowymiarowego, bazuj¹cego wy³¹cznie na wskaŸnikach monetarnych, jak i podejœcia wielowymiarowego, uwzglêdniaj¹cego tak¿e czynniki pozamonetarne (deprywacjê materialn¹ gospodarstw domowych). Istotne wydaje siê równie¿ dokonanie oceny wspó³wystêpowania ubóstwa monetarnego i niemonetarnego, których kumulacja pog³êbia dolegliwoœæ ubóstwa. Ponadto przedstawiono metody oceny stopnia zagro¿enia ubóstwem oparte o teorie zbiorów rozmytych. W empirycznej czêœci opracowania wykorzystano dane pochodz¹ce z badania EU-SILC 2010. Zasadniczym celem poznawczym prezentowanego badania by³ pomiar i porównanie miêdzyregionalne zasiêgu, natê¿enia, intensywnoœci i dotkliwoœci ubóstwa oraz ocena stopnia zagro¿enia tymi aspektami ubóstwa w krajach i regionach UE w 2010 r. Podejœcie to umo¿liwia nie tylko analizê porównawcz¹ ró¿nych aspektów ubóstwa w krajach UE, ale równie¿ wskazanie tych krajów UE i ich regionów do których powinno zostaæ skierowane finansowe wsparcie aby osi¹gn¹æ przyjêty w strategii Europa 2020 cel zmniejszenia liczby jej ubogich mieszkañców o 20 mln. Zosta³y oszacowane finansowe koszty osi¹gniêcia tego celu.
